It can be observed that not only the couple but also people on the streets are celebrating something, the victory over Japan day, to be more precise, due to the date when the picture was taken.
It can be said, that because of the uniform the man is wearing, he is a sailor on leave that has come home, back to his girlfriend.
Both individuals are so captured with the other, they don't even notice the photographer taking the picture; it can be considered something spontaneous as the picture wasn't planned.
